Leaving Government

The outgoing administration — including the outgoing leader, political appointees, and executive leadership staff — have the difficult, yet critical task of supporting the passage of institutional memory from one leader to another. Outgoing administrations and leaders can serve as mentors to those entering government through leaving behind public records on key issues impacting the nation and its people. It is also important for outgoing leaders to understand their rights and responsibilities in the last months of an executive tenure, such as prohibitions on rulemaking and executive power, and regarding rights, access, and compensation once they are no longer serving in government.
